  • Name.   The party shall be known as ‘Sindh United Party’ and it abbreviation would be SUP.

 

2 Flag.  Flag of the party shall be rectangular and of two colours, white and red. White portion, in the ration of 33,5 %, shall be on pole side while the red portion,  in the ratio of 66.5 %, hall be the fluttering part.    

  1. Central Office.   Central Office of the party shall be in Karachi.
  2. Conditions of Membership. Any male or female, who (1) is a citizen of Pakistan, (2)is 18 years old or above, (3) is of sound mind, (4) has not been convicted by a court of law for any moral crime, (5) does not have a  criminal background or bad reputation, (6) is not a member of any other political party, and (7) bind himself to follow the SUP constitution/manifesto/rules and regulations can become a member of SUP by filling in the prescribed membership form and paying in advance Rs. 10/- as membership fee for three years. Irrespective of its date of payment, the 3-year fee paid for basic membership shall expire on 9th December of every third year. First year shall be treated to begun on 9th December, 2006.
  3. Bodies.   SUP shall have the following bodies, namely. —

     (1)Union Committee                                                                                                      

    (2) Taluka /Town Committee                                                                              

   (3) District Committee                                                                                                            

  (4) District Coordinator                                                                                     

  (5) Central Executive Committee     

  (6) Central Committee          

 (7) General Council

  1.    Union Committee.   Union Committee shall be elected by the members belonging to union council. Its composition and functions/powers hall be as under.
  2.   1. Functions and Powers                                                                                                                                      

(1) Union President shall also be a member of the General Council.                                                                     

(2) Union Committee shall be responsible for organizational work with the union council.                                                                                                                                                                

(3) Union Committee shall be competent to spend 25% of the membership fee received by it; the remaining 75% shall have to be transmitted to the Taluka / Town Committee.                                                                                                                                                           

(4) Union Committee shall meet at least once every month.                                                                                      

(5) Term of an office bearer of the Union Committee shall be three years from the date of assumption of office.

  1.   Taluka /Town Committee. Taluka / Town Committee shall be elected by the office bearers of the Union Committees established within a Taluka /town, and its composition and functions/powers shall be a follows.

  1. Functions and Powers  

 

(1)    Taluka /Town President and Secretary shall be member of the General Council also.

(2)   Taluka /Town Committee shall look after the organizational work in its Taluka or, as the case may be, town.

  1. Taluka /Committee shall be competent to spend 15% of the fees transmitted to it by all the Union Committees, and shall transmit the remaining 85% to the District Committee.
  2. Taluka /Town Committee at least once every month.

(5)  Term of the Taluka /Town office bearers shall be three years.

  1. District Committee. The office bearers of all the Taluka / Town Committees established within a district shall elect the following office bearers to constitute a District Committee, whose functions and powers shall be as under.
  2.   3. Functions and Powers                                                                                                                             (1) The District President shall be a member of both the Central Committee and the General Council, while the District Senior Vice President and the District Secretary shall be members of the General Council.                                                                                         (2) District Committee shall look after the political and organizational work in the district. (3) District Committee shall be competent to expend 10% of the fund received from Taluka / Town Committees, and the remaining 90% shall be transmitted by it to the Central Executive Committee.                                                                                                           (4) District Committee shall meet at least once every month. (5) The District office bearers shall hold office for three year. (6) As per judicial demarcation, Karachi is to comprise five districts, namely, East, West, Central, South and Malir.

                                                         

  1.     District Coordinator. President of the Party shall appoint a District Coordinator, who shall be a member of the Central Committee, and perform the following functions.

(1) coordinate between the Center and the District Committees,                                                                                (2) have the District Committees carry out decisions of the Central Executive Committee, and                                                                          (3) be competent to convene meetings of the District Committees and their sub-committees, and preside over such meetings.

  1. Central Executive Committee. Central Executive Committee shall consist of nine office bearers listed hereunder and as many District Presidents as there are District Committees. The General Council shall elect President of the Central Executive Committee, who shall nominate its remaining eight functionaries from among the members of the Central Committee.

  1. Central Committee.

Composition                                                                                                                                                    (1) All former members of the Central Executive Committee (2) All newly nominated members of the Central Executive Committee                                                  (3) All nominees of the Party President (4) All Presidents of the District Committees                                                (5) District Coordinator (6) All heads of subordinate organizations (7) Elected members of the Senate, the National and Provincial Assemblies or high level functionaries as determined by the Party President

  1. General Council.
  2. Composition                                                                                                                                              (1)All office bearers of the Central Executive Committee (2) All members of the Central Committee                                                                         (3) All Presidents, Vice Presidents and Secretaries of the District Committees (4) All Presidents and Secretaries of the Taluka/Town Committees (5) All Presidents of the Union Committees.
  3. Functions and Powers                                                                                                                            As supreme body of the Party, the General Council shall (1) review the political and organizational performance of the Party;                                    (2) endorse, reject or reverse decisions of the Central Committee or decide about them as it deems fit;  (3) be competent to pass the Party Constitution with or without any amendment provided that passage of all such amendments shall require two-third votes of at least half the number of total members of the Council ;                                                                                                                          (4) have the power to express no confidence in the working of the Central Executive Committee, dissolve it and, in the case of dissolution, have a new Committee elected within three months of dissolution, and appoint an Interim Committee for the intervening period provided that no member of the Interim Committee shall be eligible to contest the election for the new Committee;  
  4. Miscellaneous Provisions (1) The General Council shall meet at lease twice in every three years provided that an emergency meeting could be called at any time by the Party President or requisitioned by no less than one third members of its total membership,                       (2) The term of the General Council shall be three years. (3) The quorum for a

meeting of the General Council and all other bodies of the Party shall be simple majority.

  1. Responsibilities and Powers of Office Bearers.
  2. Party President
  3. The elected President of the Central Executive Committee shall also be the head Central Committee and the National Council, and hence political and administrative head or President of the Party.
  4. He will preside over all the meetings of the said three bodies of the Party.                                                                                                                                   
  5. In the case of equality of votes, he shall have a casting vote.                                             
  6. He shall be fully competent to

(i)     call an emergency meeting of any body of the Party,                                                                                     

(ii)    assign additional duties to any member of the Party,                                                                        

(iii)   appoint, suspend or dismiss any employee of the Party,                                                                       

(iv)   dissolve any subordinate unit  and make temporary appointment to any office,                                      

(v)    take disciplinary action against any office bearer or member of the Party for Infringement or violation of  the constitution, manifesto or policy of the Party,                           

(vi)   in the case of an emergency, take any decision in the interest of the Party provided that no such decisions shall be in conflict with the Party Constitution and referred to the Central Committee for ex-post approval, and                                                                                                                      

(vii)   if necessary, constitute special committees in the interest of the Party.     

  1. Senior Vice President and Three Vice Presidents   
  2.      In the absence of the Party President, they shall assume his responsibilities.
  3.      They shall perform any function assigned by the Party President.

 

  1. General Secretary
  2. He shall supervise the Party administration.                                                                                                                                     
  3. He shall conduct all correspondence of the Party.
  4. He shall keep records of the Party.
  5. He shall check records of any subordinate unit.
  6.   He shall present performance report of the Central Executive Committee in the Central Committee and that of the Central Committee in the General Council.
  7. He shall set agenda of meetings in consultation with the Party President.
  8. He shall convene and conduct all meetings of the Party.
  9. He shall convey decisions of different institutions to the concerned bodies and office bearers.
  10. He shall exercise all or any of the powers with which he is invested by the Central Committee or the General Council.
  11. He shall watch over performance of the Party employees, sanction their leaves and suspend them, but shall not dismiss them without the prior permission of the Party President.
  12. He shall take, with permission of the Party President, extraordinary measures in the event of an emergent or critical situation provided that any such measure shall have to be placed in the next meeting of the Central Committee for ex-post facto approval.

 

  1. Deputy Secretary
  2. He hall assist the General Secretary, and under his supervision perform all such functions as may have been assigned to him.
  3. In the absence of the General Secretary, he shall assume the responsibilities and power of General Secretary.

 

  1. Information Secretary
  2. He shall take measures for publicity of Party programmes and policies.
  3. He shall arrange press conferences and issue press releases.
  4. He shall keep record of the media coverage of the Party programmes and activities.
  5. He shall perform any other function that may be assigned to him by the General Secretary.

 

  1. Finance Secretary
  2. He shall take measures for collecting and increasing funds of the Party.
  3. He shall prepare the Party budget and get it approved by the Central Committee.
  4. He shall audit the Party funds received and spent by subordinate units.
  5. He shall operate the bank account (s) of the Party jointly with the Party President or any other office bearer of the Party nominated by the Party President.
  6. He shall proper account of the receipts and expenditure og the Party funds.

 

  1. District President
  2. 1. He shall be head of the District Committee.
  3. He shall take measures to improve overall performance of District Committee and its subordinate units.
  4. He shall organize the Party on district, talko and union council levels.
  5. He shall liaise between the District Committee and the Center.
  6. He shall chair the meetings of the District Committee and its subordinate units.
  7. He shall convene meetings of the District Committee and its subordinate units.

 

  1. District Senior Vice President and Vice President
  2. He shall assume the responsibilities of the District President in hi absence.
  3. He shall perform any other function that may be assigned to him by the District President.

 

  1. District Secretary
  2. He shall prepare agenda of the meetings of the District Committee and its subordinate units in consultation with the District President.
  3. He shall conduct all correspondence concerning the District Committee its subordinate units and the Centre.
  4. He shall record of the activities of the District Committee, its subordinate unit and the Party.
  5. He shall check records of any of the District Committee’s subordinate units.
  6. He shall convene and conduct meetings in consultation with the District President.
  7. He shall perform any other functions that may be assigned by the District President.

 

  1. Deputy Secretary
  2. He shall assist the District Secretary, and perform, under his supervision, all functions that may be assigned to him by the District Secretary.
  3. He shall assume the powers and duties of the District Secretary in his absence.

 

  1. Finance Secretary   
  2. He shall take such steps as may be necessary to collect and increase the Party funds.
  3. He hall transmit the fee received from the subordinate unit to the Center as per prescribed formula.
  4. He shall audit the receipts and expenditure of the funds of the subordinate unit.
  5. He shall operate the bank account (s) of the District Committee jointly with District President or an office bearer nominated by him.
  6. He shall keep proper accounts of receipts and expenditure of the District Committee funds.

 

  1. Information Secretary
  2. He shall perform such other functions as may be assigned by the District Secretary.
  3. He shall take measures for the publicity of programmes and policies of the District Committee and the Party.
  4. He shall arrange press conferences, issue press releases, and maintain record of the activities of the District Committee, its subordinate units and the Party.

 

  1. Talko/Town President
  2. He shall be head of the Talko/Town Committee.
  3. He shall take necessary measures to improve the overall performance of the Talko/Town Committee and its subordinate units.
  4. He shall organize the Party on the talko/town and union council levels.
  5. He shall convene and chair meetings of the Talko/Town Committee and its subordinate unit.

 

  1. Talko/Town Vice President
  2. He shall act as Talko/Town President in his absence.
  3. He shall perform such other functions as may be assigned by the Talko/Town President.

 

  1. Talko/Town Secretary
  2. He shall convene and conduct meetings of the Talko/Town Committee and its subordinate units in consultation with the Talko/Town President.
  3. He shall set agenda of the abone said meetings in consultation with the Talko/Town President.
  4. He shall conduct all correspondence relating to the Talko/Town Committee and its subordinate units.
  5. He shall maintain record of the activities of the Talko/Town Committee and its subordinate units.
  6. He shall perform any other function assigned by the Talko/Town President.

 

  1. Deputy Secretary
  2. He shall assist the Talko/Town Secretary, and, under his supervision, perform all such functions as may have been assigned to him.
  3. He shall act as Talko/Town Secretary in his absence.

 

  1. Finance Secretary
  2. He shall take measures to collect and increase funds of the Talko/Town Committee.
  3. He shall transmit the fee received from the subordinate units to the District Committee as per prescribed ratio.
  4. He shall audit the receipts and expenditure of the funds collected by the subordinate units.
  5. He shall operate bank account(s) of the Talk/Town Committee jointly with the Talko/Town President or any other office bearer nominated by him.
  6. He shall maintain proper accounts of the funds received and spent by the Talko/Town Committer.

 

  1. Information Secretary
  2. He hall take measures for the publicity of the programmes and policies of the Ta;ko/Town Committee, its subordinate unit and the Party.
  3. He shall arrange press conferences, issue press releases, and maintain record of the media coverage.
  4. He shall perform any other function that be assigned to him by the Talko/Town Secretary.

 

  1. Union President
  2. He shall be head of the Union Committee.
  3. He shall organize the Party at the level union council level.
  4. He shall convene and chair meetings of the Union Committee.
  5. Union Vice President
  6. He shall act as Union President in his absence.
  7. He shall perform such functions as may assigned to him by the Union President.

 

  1. Union Secretary
  2. He shall convene and conduct meetings of the Union Committee in consultation with the Union President.
  3. He shall set agenda of the above said meetings in consultation with the Union President.
  4. He shall maintain record of the activities of the Union Committee and the Party.
  5. He shall perform any other function that may be assigned to him by the Union President.

 

  1. Deputy Secretary
  2. He shall assist the Union Secretary, and, under his supervision, perform all such functions as may have been assigned to him.
  3. He shall act as Union Secretary in his absence.

 

  1. Finance Secretary
  2. He shall take step to collect and increase funds of the Union Committee/Party.
  3. He shall receive the membership fee, and transmit it to the Talko/Town Committee as per prescribed ratio.
  4. He shall operate bank account(s) of the Union Committee jointly with the Union President or his nominee.
  5. Ne shall maintain proper accounts of the receipts and expenditures of the Union funds.
